This is what happened with the update.

If you start Super Street Fighter 4 on Xbox Live, you’ll be prompted to download a small update for the game. After downloading this update a message will appear on screen saying that the “SSFIV Update Kit” and “SSFIV Arcade Edition” are now available on the Xbox Live Marketplace, although if you look around these items are currently unavailable as of the time of this writing.
After downloading the update, you’ll be unable to create any online rooms and searches for other online rooms have turned up no results so far.
It appears that the update for Super Street Fighter 4 Arcade Edition went up a little too early and all of the pieces to make it playable and keep the old version playable aren’t in place yet. The game isn’t supposed to be released until Tuesday though.
All of the offline modes still work, like Arcade and Training, so you can mess around there until this is fixed.
