20. Gunstar Heroes (Sega/Genesis)
Gunstar Heroes remains one of the best action games. It’s an over-the-top shoot-em-up action game with various power-ups, excessively cool levels (at one point you ride in a mine shift on a high-speed cart), ridiculously over-the-top bosses (just try to outlast all seven forms of Seven Force) and cooperative gameplay. Check this blast-a-thon out on Virtual Console now for a meager 800 points.
